Governance

Governance & Stewardship

NIQR operates under a structured governance framework defined by its Memorandum of Association and Bye-Laws. Institutional continuity, transparency, and disciplined oversight guide all strategic, operational, financial, and recognition functions.

Authority flows through defined constitutional structures. Execution operates within delegated mandates. This ensures that NIQR initiatives remain institution-driven and not personality-driven.

Governance Framework

NIQR is governed by its Memorandum of Association and Bye-Laws, which define:

  • Institutional objectives
  • Authority structures
  • Membership framework
  • Tenure norms
  • Financial controls
  • Compliance mechanisms
  • Oversight responsibilities

The National Executive Council serves as the apex governing authority responsible for strategic direction, policy ratification, financial stewardship, and institutional continuity.

All office bearers, committees, chapters, and executive functions operate within delegated authority under this charter-defined framework.

Shri Vidyashankar Krishnan
President – National Institution for Quality & Reliability
Chairman & Managing Director – M M Forgings Limited

Shri Vidyashankar Krishnan is an accomplished industrial leader and a strong advocate of structured quality and system excellence in Indian manufacturing. As Chairman & Managing Director of M M Forgings Limited, he has steered the company to become one of India’s leading forging enterprises and the largest in South India, positioning it among the top forging manufacturers in the country.

An engineer by training, Shri Krishnan holds a Bachelor of Engineering in Electrical & Electronics from Anna University and a Master of Science (By Research) from IIT Madras. His early technical grounding and research orientation have shaped his lifelong commitment to process discipline, cost competitiveness, operational efficiency, and institutional governance.

Since assuming leadership of M M Forgings in 1999, he has guided the organisation through strategic expansion, global market integration, and sustained performance growth. Under his stewardship, the company strengthened its manufacturing footprint, enhanced technological capability, and built enduring international customer relationships—demonstrating that structured systems and disciplined execution are central to industrial competitiveness.

Beyond corporate leadership, Shri Krishnan has played a significant national role in advancing India’s forging and manufacturing ecosystem. As President of the Association of Indian Forging Industry (AIFI) and President of ASIAFORGE, he contributed to strengthening regional and global industry collaboration. He was instrumental in successfully organising major international conferences such as ASIAFORGE 2008 and IFC 2011, bringing together global industry leaders and reinforcing India’s standing in the international manufacturing community.

In October 2025, he was elected President of the National Institution for Quality & Reliability (NIQR). In this role, he provides strategic direction to the institution’s mission of advancing structured quality frameworks, institutional governance, benchmarking systems, and professional capability development across industry and academia.

His leadership at NIQR reflects a broader national perspective—linking manufacturing competitiveness, MSME strengthening, academic engagement, and system reliability to India’s long-term development priorities. Under his guidance, NIQR continues to position itself as a practitioner-driven institution committed to measurable excellence, governance discipline, and sustainable industrial growth.

Shri Krishnan’s contributions to industry and society have been recognised through several honours, including the Jagadguru Bharathi Thirtha Purasakar (2022), India’s Top Mindthe Champion of Humanity Award (2012).

As President of NIQR, he brings to the institution a rare blend of technical depth, industrial experience, global industry engagement, and governance maturity—strengthening NIQR’s role as a national platform for structured excellence.

Shri R. Sethuraman
National Secretary – National Institution for Quality & Reliability
Head – Supplier Quality Excellence, Ashok Leyland

Shri R. Sethuraman is a distinguished quality leader and systems architect with over three decades of experience in India’s automotive and defence manufacturing sectors. A B.Tech graduate in Mechanical Engineering, he has built a career anchored in structured process excellence, supplier capability development, and institutional quality transformation.

His professional journey spans leadership roles across Quality, Manufacturing, Supplier Development, and Service functions within leading automotive organisations. At Ashok Leyland, he has held critical responsibilities in Internal Quality Assurance, New Part Development Quality, and Supplier Quality for Defence programs, where he strengthened process validation, component reliability, and zero-defect frameworks across castings, forgings, machining, fasteners, and non-metallic domains.

Currently serving as Head – Supplier Quality Excellence, he oversees a vast ecosystem of over 600 suppliers and more than 1,000 manufacturing plants, driving structured performance monitoring, capability enhancement, and system discipline. His leadership has resulted in transformative initiatives including Supplier Performance Ranking Systems, Green Channel certifications for defence suppliers, and enterprise-wide Supplier Capability Management systems—strengthening manufacturing resilience and competitiveness at scale.

Beyond corporate leadership, Shri Sethuraman serves as the National Secretary of the National Institution for Quality & Reliability (NIQR), contributing to national-level institutional governance and professional advancement. During the COVID-19 pandemic, when industry operations and skill development faced unprecedented disruption, he played a pivotal role in organising and facilitating over 600 online training programmes under NIQR’s platform—ensuring that industry capability building, professional learning, and system discipline continued uninterrupted.

His leadership reflects a broader national outlook—integrating supplier excellence, MSME strengthening, defence manufacturing reliability, and structured quality frameworks into India’s long-term industrial growth agenda. Through his work at both industry and institutional levels, he exemplifies the role of quality leadership in advancing sustainable manufacturing competitiveness and national development priorities.

Wing Commander C. Stanley John (Retd.)

Director General – National Institution for Quality & Reliability (NIQR)

Wing Commander C. Stanley John (Retd.) believes that nations do not become great by ambition alone—they become great through disciplined systems, uncompromising standards, and a culture of quality.

A veteran of the Indian Air Force, he spent over two decades leading operations, training officers, and managing mission-critical deployments in some of the most demanding operational environments. His service included strategic deployments in Eastern Ladakh and leadership roles in national security operations for major international events such as the G20 Summit, for which he was awarded the Chief of the Air Staff Commendation. Under his command, his unit was recognised as the Best Operational Unit, earning him the Air Officer Commanding-in-Chief Commendation.

As Director General of the National Institution for Quality & Reliability (NIQR), he is driving efforts to strengthen India’s quality and reliability ecosystem across industry, academia, and institutions. Working under the guidance of the National Executive Council, he leads the execution of national programs, institutional partnerships, professional training initiatives, and academic outreach aimed at embedding quality hinking and reliability systems as foundational pillars of national competitiveness.

His leadership reflects a clear conviction: quality is not a technical function—it is a national movement that shapes the way institutions think, operate, and serve society.

With academic grounding in Defence Studies and Human Resource Management, and international exposure through the Indonesian Air Force Staff College, Wing Commander Stanley John brings together the disciplines of military leadership, institutional governance, and organisational excellence.

Beyond his professional responsibilities, he is an active endurance sportsperson, regularly pursuing running and cycling, reflecting his belief that physical resilience, discipline, and mental endurance are integral to leadership and personal development. Through his work at NIQR and his personal example of disciplined living, he continues to champion a simple but powerful idea: When quality becomes a national habit, reliability becomes a national strength.

The National Executive Council is the apex decision-making body of NIQR.

Responsibilities include:

  • Strategic direction and mandate alignment
  • Financial governance and compliance oversight
  • Ratification of awards and recognitions
  • Oversight of conventions and national platforms
  • Approval of chapter formation and affiliation
  • Institutional policy review
